The Jay/Permanent Supportive Housing

In 2024, Sinclair Hille Architects was selected to design a City of Lincoln project dedicated to serving individuals experiencing chronic homelessness. Located at the corner of 8th and J Streets in downtown Lincoln, Nebraska, the two-story Permanent Supportive Housing development provides 24 dwelling units and serves as a vital component of the city’s network of social and mental health services. Its proximity to the Justice and Law Enforcement Center and the Mental Health Crisis Center reinforces access to critical resources while strengthening connections within the civic core.

Trauma-informed design principles guided the planning and architectural expression of the building, acknowledging the role the physical environment plays in promoting safety, dignity, and well-being. The design prioritizes safety and trust, community and collaboration, choice and empowerment, and beauty and joy.

A secure front porch and welcoming main entry establish a residential character, while common areas on the first floor encourage gathering and connection. Eight accessible dwelling units, along with integrated staff offices and support spaces, ensure both residents and service providers are supported within a cohesive, functional layout.

Sixteen additional dwelling units are located on the second floor, continuing the emphasis on comfort, durability, and natural light. A fenced yard to the north provides opportunities for gardening and outdoor activity, complemented by secure bike storage that supports resident mobility. The exterior design adheres to Capitol Environs District standards, reinforcing the J Street Mall with a façade composed of brick, metal, and fiber cement siding.

Inside, a calming palette of greens and blues, warm wood accents, and generous windows create an environment that is both resilient and restorative, reflecting Sinclair Hille Architects’ commitment to designing spaces that meaningfully support individuals and strengthen the community.
