Block 65 Central Library Study

The City of Lincoln engaged Sinclair Hille Architects, in partnership with a nationally recognized parking consultant, to conduct a feasibility study for a new downtown parking garage accommodating up to 800 vehicles with street-level retail along its edges. The study evaluated three potential sites in downtown Lincoln, examining how each location could best support parking demand while contributing positively to the urban fabric.

As part of the parking and traffic analysis, the design team was also asked to explore the potential impact of incorporating a large-scale public library into the development. In this scenario, the library would act as a civic anchor—strategically located to serve downtown residents, workers, and businesses while enhancing street-level activity and public engagement.

Multiple functional configurations were developed to balance the city’s parking needs with the goals of a central library. The most progressive concept envisioned a two-story, 90,000-square-foot library oriented toward the N Street bike and commuter corridor, featuring a full glass facade and a cantilevered rooftop café on the second level. This approach established a strong public presence at street level, while five levels of parking above efficiently supported downtown demand, demonstrating the project’s potential to advance Lincoln’s long-term growth and vitality.
